In Los Angeles, which has never looked more intimidating, Jeff Talley, a hostage negotiator (Bruce Willis, with hair and beard) tries to convince a man to release the hostages he is holding. Things get out of control and the hostages are killed because Talley refuses to sacrifice the mother in order to save the child.
A year later (minus the beard and the hair), Talley is a small town police chief, still suffering from the trauma and estranged from his family. Meanwhile, three young men decide to steal the car of a rich family, living in sheltered home protected by all the innovations of modern technology (see "Firewall"). Of course it does not stop the thieves from getting into the house, but the silent alarm is triggered and they are trapped, but not before managed to kill a female police officer, and another family is taken hostage.
The family's little boy shows resourcefulness again and again (again see "Firewall") and manages to get in touch with Talley, but on the way home Talley is captures and his captors tell him that his wife and daughter are held hostage. They want something from the owner of house, and now Talley has to save two families instead of one.
But the kidnappers on both sides have demands, especially one of them, a total psychopath (the dark side of "The Crow"), who is even willing to eliminate his own partners to get his way. Talley is faced with a difficult dilemma - Will he have to sacrifice one family in order to save the other?
